Film shows Professor Carlo Schmid of the Social Democratic Opposition; Minister of Food and Agriculture Dr Heinrich Luebke, Christian Democratic Government candidate following Dr Adanauer and Professor Erhard; and Free Democratic Minister Dr Max Becker (Opposition).
The new Federal German President will be elected by the Federal Assembly, an electoral college with a membership of 1,038 drawn in equal proportion from the Lower House and the Laender Diets. No debate is allowed and there can only be three ballots. In the first an absolute majority of 520 votes is required, but in the third only a simple majority in necessary.
The Christian Democrats who command 517 of the Federal Assembly votes may find it difficult to succeed without the help of their only coalition partners, the German Party (24 votes). The German Party decided at a meeting in Bremen June 27 not to vote for any of the present candidates because of the "damage done to the country's highest office by the unfortunate party bickerings preceding Dr. Losbke's nomination."
The German Party's subsequent call for still another Christian Democratic presidential candidate, who might be able to restore public confidence, has posed a last-minute problem for Dr Adenauer's party. If his coalition partners do not vote in the third ballet the Christian Democrats can obtain a simple majority of 517 to 497 - provided that every representative attends and casts his secret ballot loyally.
