Background: Zambian President Kenneth Kaunda, opening a United Nations seminar on human rights in Lusaka on Tuesday (June 23), urged Britain's new Conservative Government not to renew the sale of arms to South Africa.

The two-week seminar brings together delegates from the 16 member nations of the U.N. Economic Commission for Africa. They will discuss economic, social and cultural planning.

Delegates heard President Kaunda state that he would view with the gravest concern any British Government policy decision which sanctioned the sale of arms to South Africa.

The President declared that South Africa was clearly determined to increase her military and economic commitment in Angola and Mozambique.

"Leaders in Pretoria have made no bones about their determination to assist the Portuguese in Angola and Mozambique and the rebel regime in Rhodesia," he said.

He suggested that the seminar should ask governments concerned in possible arms sales to signify their disapproval of apartheid by cancelling export licenses for the sale of arms and by refusing to guarantee investments in South Africa.
