    "At the conference today the American delegate once again brought up their usual question of prisoners of war. But we have shown that it is the American administration, by persisting in the path of war and refusing to set a date for the complete withdrawal of their troops from South Vietnam, who are blocking the settlement of this question - and they continue to send American soldiers to be killed and captured."

    Background: The chief Viet Cong negotiator at the Paris peace talks, Madame Nguyen Thi Binh, yesterday (Thursday) accused President Nixon of insincerity in his announcement that the rate of withdrawal of American troops in Vietnam would be increased, thus shortening the war. Commenting to reporters on Mr Nixon's speech of last Wednesday, Mme Binh said his refusal to fix a deadline for complete withdrawal showed he had not yet decided to end the war. The question of prisoners, she said, was a manoeuvre.

    The talks, which resumed after a three-week suspension, also brought a proposal from Saigon for long-term prisoners to be exchanged or sent to a neutral country.
