    Background: MR BUTLER IS MAKING HIS FIRST VISIT TO WEST GERMANY SINCE HE BECAME BRITAIN'S NEW FOREIGN SECRETARY. HE ARRIVED IN BONN YESTERDAY AND BEAN TALKS WITH HIS OPPOSITE NUMBER - HERR SCHROEDER. THE TALKS, COVERING A WIDE RANGE OF TOPICS, REVEALED A READINESS TO APPRECIATE DIFFERING VIEWPOINTS, BUT TODAY'S COMMUNIQUE SPOKE OF A "PLEASING AGREEMENT OF VIEWS".

    TODAY MR BUTLER CONTINUED TALKS WITH HERR SCHROEDER, VISITED THE WEST GERMANY PRESIDENT, HERR LUEBKE, AND LUNCHED WITH CHANCELLOR ERHARD.

    THE FOREIGN MINISTERS AGREED ON THE IMPORTANCE OF CONTINUING THE SEARCH FOR POSSIBILITIES OF IMPROVING EAST-WEST RELATIONS, AND SAID THE " CHANCES OF AGREEMENT OF INDIVIDUAL MEASURES ARE BEING EXAMINED." THESE MEASURES INCLUDE EXCHANGE OF OBSERVERS TO PREVENT SURPRISE ATTACK, AND NON-DISSEMINATION OF NUCLEAR WEAPONS. THEY UNDERLINED THAT PERMANENT DEFENCE READINESS OF THE WESTERN ALLIANCE WAS OF THE GREATEST IMPORTANCE. STEPS SHOULD BE TAKEN TO ADAPT THIS DEFENCE TO CONSTANTLY CHANGING TECHNICAL CONDITIONS. QUESTIONS OF NATO PLANNING WERE ALSO DISCUSSED. INFORMED BRITISH SOURCES SAID THAT MR BUTLER RECEIVED ASSURANCES THAT WEST GERMANY WOULD NOT SUPPLY INDONESIA WITH ARMS, NOW OR IN THE FUTURE. FOR HIS PART, MR BUTLER ASSURED HERR SCHROEDER THAT BRITAIN HAD NO INTENTION OF SEEKING A DETENTE WITH RUSSIA, WITHOUT THE SUPPORT OF HER ALLIES.

    (THIS EVENING MR BUTLER ARRIVED IN WEST BERLIN FOR A 24 HOUR VISIT. HE WILL HAVE DISCUSSIONS WITH HERR BRANDT AND WEST BERLIN OFFICIALS, TOUR THE CITY AND THE WALL BEFORE RETURNING TO LONDON TOMORROW (WEDNESDAY).

    (MR BUTLER AND HERR SCHROEDER WILL CONTINUE THEIR EXCHANGE OF VIEWS DURING THREE MEETINGS DUE TO BE HELD IN THE NEXT FIVE WEEKS - TWICE IN PARIS AND ONCE IN LONDON.)
