A delegation from the Palestine National Council (PNC), including the chairman, Khaled Fahoum, arrived in Algeria on February 5. The visitors were welcomed by Rabah Bitat, president of the country's Popular Assembly, and by the Palestine Liberation Organisation (PLO) representative in the capital, Abou El Nassar. The purpose of the visit was to prepare for a full meeting of the PNC in Algiers, to be held on February 14. At that meeting, Palestinian leader Yasser Arafat will seek approval from the rank and file members to discuss Middle East peace moves with King Hussein of Jordan. Mr. Arafat, and the PNC--a Palestine parliament in exile--have been under pressure from the King to agree that any future Palestinian state should be linked to Jordan in a confederation and that a joint delegation should be formed between the two for future peace talks. Diplomatic observers quoted by Reuters said the joint Palestine-Jordan peace delegation is an attempt to circumvent the refusal by the United States to talk directly to the PLO. Radical factions within the PLO have waged a campaign against accepting any of these plans, and the PNC meeting is seen as the last chance for Mr. Arafat to win endorsement for the plans before serious discussions with Jordan get underway.
