    TRANSCRIPT: SEQ. 2: NUSEIBEH: "The outright annexation by the reckless Israeli-occupying authorities of an integral part of the Syrian Arab Republic, a sovereign independent state, tears to shreds the basic tenets of the United Nations Charter in which human kind has placed so much of its hopes and aspirations for survival, for lack of security and an orderly international order based on the innermost core of the charter and Israel's adamat and publicly-glad refusal to heed the Security Council's unanimous resolution 497 of December 17, 1981 - which demanded that Israel, the occupying power, should rescind forth with its decision. The member states of the United Nations find themselves impelled to consider the item which affects them all and decide what appropriate measures to take to restore and maintain international peace and security."
    SEQ. 4: BLUM: "Mr. President, the sponsors of the draft resolution before the Council do not take the trouble to maintain even the semblance of propriety. In requesting an emergency special session, they could have been expected to have behaved as if they believed that an emergency situation existed. One could have expected them to have submitted their request immediately after the Jordanian draft resolution failed at adoption in this Council last week. Instead, it took them a whole week and more for consultations to have gone forward and a variety of questions related to their phoney emergency, including among other things a question as exact timing at which their contrived emergency would become so urgent as to require this extraordinary abuse of the United Nations procedure."

    An emergency session of the United Nations General Assembly began on Friday (29 January) to discus Israeli's annexation of the Golan Heights.

    The Israeli action over territory captured from Syria in 1967 angered many nations, particularly the Arab world. Their permanent UN-representatives were expected to call for punitive measures against Prime Minister Menachem Begin's government. A decision to transfer discussion from the Security Council to the General Assembly was taken on Thursday (28 January,) by 13 votes to two. A previous sanction resolution was blocked last week because of a United States veto, in the Security Council. However, there is no power of veto in the General Assembly though decisions are not necessarily binding.
