    Background: SAN SALVADOR, EL SALVADOR

United States Secretary of State George Shultz flew to San Salvador (June 1) to be present at the inauguration of El Salvador's new president, Jose Napoleon Duarte. Elected on May 6, nearly one month ago, President Duarte, a Christian Democrat, is el Salvador's first freely elected president for 52 years and owes much of his success to the open backing he received from the United States. Duarte, who was once jailed by El Salvador's military and the sent into exile, has advocated a dialogue with insurgent guerrillas and a crackdown on right wing death squads linked to the army. He repeated these themes in his inaugural address but, in defence to a mounting campaign form his defeated rivals that he is a creature of the Central Intelligence Agency (CIA), President Duarte called on el Salvador's powerful guerrilla forces to lay down their arms and rejected any possibility for the foreseeable future of any power- sharing with them. President Duarte's next task is to convince Washington that he has the power to deal with the military and push through necessary political and social reforms.
