Background: THE INTERNATIONAL LABOUR ORGANISATION (ILO) BEGAN ITS FORTY-NINTH SESSION IN GENEVA TODAY (WEDNESDAY). MORE THAN 100 NATIONS ARE REPRESENTED.

EACH COUNTRY IS REPRESENTED BY A MAXIMUM OF FOUR DELEGATES: TWO FROM THE GOVERNMENT, ONE REPRESENTING THE WORKERS, AND THE OTHER THE EMPLOYERS, WITH TECHNICAL ADVISERS ACCOMPANYING THEM.

A WIDE RANGE OF SUBJECTS AND RESOLUTIONS IS UP FOR DISCUSSION. THE UNITED ARAB REPUBLIC IS TO INITIATE A DEBATE ON ALLEGED FORCED LABOUR IN PORTUGUESE ANGOLA, AND YUGOSLAVIA, ONE ON WORKING CONDITIONS IN SPAIN.

POLAND AND THE UKRAINE WANT A GREATER AFRICAN AND ARAB REPRESENTATION ON THE ILO'S GOVERNING BODY, AND THERE WILL ALSO BE A DISCUSSION ON THE EMPLOYMENT OF WOMEN WITH FAMILY RESPONSIBILITIES.

MR. MORSE IS TO REPORT ON RECENT DEVELOPMENTS IN SOUTH AFRICA AND APARTHEID. SOUTH AFRICA WITHDREW FROM THE ORGANISATION AFTER LAST YEAR'S CONFERENCE SUSPENDED HER FROM PARTICIPATION IN FURTHER SESSIONS BECAUSE OF APARTHEID.

HE WILL PROPOSE THAT THE ILO'S FUTURE PROGRAMME BE THREE-PRONGED, CONCENTRATING ON HUMAN RESOURCES AND ECONOMIC DEVELOPMENT; THE DEVELOPMENT OF SOCIAL INSTITUTIONS; AND LIVING AND WORKING CONDITIONS.

(MR. TSHOMBE, THE CONGOLESE PRIME MINISTER, IS EXPECTED TO ADDRESS THE SESSION ON FRIDAY IN HIS CAPACITY AS MINISTER OF LABOUR.)
