    SPEECH (TRANSCRIPT) SEQ. 2: SHAMIR: "We welcome the participation of the European countries in the multi-national force, but we cannot accept their conditions."
    REPORTER: "(Indistinct)...Eitan said this evening that unless a multi-national force is organised and in place under the terms of the Camp David Agreement that Israel would delay its withdrawal. Is this a long-standing policy with Israel?"
    SHAMIR: "Well, one condition, one of the most important conditions of the peace treaty between Egypt and Israel is the establishment of this multi-national force; and it's clear that without such a force it will be impossible to complete the Israeli withdrawal."
    SPEECH (TRANSCRIPT) SEQ. 8: REPORTER: "Mr. Shamir, what would it take at this point for the Israelis not to veto the Sinai peace-keeping force European participation?"
    SHAMIR: "Well, I come here at the invitation of the Secretary of State. I'm looking forward to the talks with him and after the talks we will see the situation."
    REPORTER: "Is your mind made up?"
    SHAMIR: "Well, I will tell you, I will tell you after the talks."
