Background: IN LAOS, THE NEUTRALIST LEADER PRINCE SOUVANNA PHOUMA CONTINUED HIS EFFORTS FEB. 21 TO FORM A GOVERNMENT OF NATIONAL UNITY COMPRISING ALL THE THREE FACTIONS. THE DIPLOMATIC CORPS TURNED UP IN FORCE AT VIENTIANE AIRPORT TO WELCOME HIM TO THE ADMINISTRATIVE CAPITAL FOR FURTHER TALKS WITH LEADERS OF THE RIGHT-WING FACTION.

GENERAL PHOUMI NOSAVAN, DEFENSE MINISTER IN THE LAOTIAN CABINET, WAS ALSO AT THE AIRPORT. PRINCE SOUVANNA, WHO TRAVELLED IN AN INTERNATIONAL CONTROL COMMISSION PLANE, WAS ACCOMPANIED BY BOUNTHONG VORAVONG, CHIEF OF THE CEASE-FIRE COMMITTEE. IMMEDIATELY AFTER HIS ARRIVAL, PRINCE SOUVANNA, ACCOMPANIED BY BOUNTHONG VORAVONG, CALLED ON PRIME MINISTER PRINCE BOUN OUM, LEADER OF THE RIGHT-WING GROUP.

AS THE TWO LEADERS DISCUSSED THE FORMATION OF A GOVERNMENT - TALKS ON THE SUBJECT HAVE BEEN DEADLOCKED FOR SOME TIME - "NEUTRAL" AIRFORCE OFFICERS WHO CAME AS BODYGUARDS OF PRINCE SOUVANNA WATCHED GOVERNMENT PARATROOPERS TRAINING. LATER IN THE DAY, PRINCE TIAO SOMSANITH, PRIME MINISTER AT THE TIME OF CAPTAIN KONG LE'S COUP, CALLED ON PRINCE SOUVANNA.

THESE TALKS CAME AFTER PRINCE BOUM OUM VIRTUALLY REJECTED FURTHER NEGOTIATIONS, SAYING THAT THE PRO-COMMUNIST PATHET LAO FORCES HAD VIOLATED THE CEASE-FIRE AGREEMENT BY ATTACHING MAN THE AND OTHER PLACES. THE THREE PRINCES (SOUVANNA, BOUM OUM AND PATHET LAO LEADER PRINCE SOUPHANNAVONG) HAVE AGREED ON THE STRENGTH OF THE COALITION CABINET. BUT THE BOUM OUM FACTION INSIST ON RETAINING HOME AND DEFENSE MINISTRIES WHICH THE OTHER TWO PRINCES REJECT.
