Background: President Georges Pompidou on Thursday (4 November) in Paris, inaugurated 25th anniversary celebrations of the United Nation Educational, Scientific and Cultural Organisation (UNESCO), and called for greater effort to neutralise dehumanising processes that, he said, inevitably accompany rapid technological and scientific progress.

The ceremonies are being attended by ministers and high officials from UNESCO's 125 member nations. The flag of the People's Republic of China flew alongside those of other nations, but no representative of the Peking government was present at the ceremonies, UNESCO voted last week to admit China and expel Taiwan.

SYNOPSIS: The twenty-fifth anniversary of the United Nations' Educational Scientific and Cultural Organisation, UNESCO, was marked with the beginning of celebrations in Paris on Thursday. The opening session of the two-day celebrations was held at UNESCO's Paris headquarters.

The ceremonies are being attended by ministers and high officials from UNESCO'S one-hundred and twenty-five nations. Although the flag of the People's Republic of China flew alongside those of the other nations, no representative from Peking was present.

France's President Georges Pompidou inaugurated the anniversary celebrations, by calling for greater effort to neutralise dehumanising processes that inevitably accompany rapid technological and scientific progress. UNESCO's aims, the President said, should include "not only progress in civilization and culture, but also their permanent adaptation to primary and essential human needs." President Pompidou said that UNESCO should give greater "priority to quality over quality and adjust actions to real needs." He praised UNESCO's efforts in the cultural, scientific and educational fields to aid economic development in the world's poorer countries and called for greater cooperation between nations of the world.

Earlier, Rene Maheu--Director-General of UNESCO for eleven years--said that radical social changes are needed to replace the fragile peace of world power boles.
