    REPORTER: "MR. SECRETARY, YOU'VE JUST MET THE SECRETARY GENERAL OF THE COMMUNIST PARTY, LEONID BREZHNEV. YOU HAD VERY IMPORTANT TALKS HERE IN MOSCOW, HOW WOULD YOU EVALUATE THESE TALKS?"



    KISSINER: "I THINK AMERICAN-SOVIET RELATIONS ARE GOOD AND THEY WILL IMPROVE INT HEMONTHS AHEAD. OUR ADMINISTRATION IS DEDICATED TO CONTINUALLY IMPROVING THESE RELATIONS AND I HAVE THE IMPRESSION THIS IS TRUE OF THE SOVIET LEADERSHIP AS WELL."



    REPORTER: "WHATDO YOU EXPECT OF THE FORTHCOMING SUMMIT MEETING IN THE VICINITY OF VLADIVOSTOK?"



    KISSINGER: "WELL, I BELIEVE THAT FIRST OF ALL PRESIDENT FORD AND THE GENERAL SECRETARY WILL HAVE AN OPPORTUNITY TO GET ACQUAINTED AND EXCHANGE IDEAS ON ALL OUT-STANDING INTERNATIONAL ISSUES. AND I ALSO EXPECT THAT SOME CONCRETE PROGRESS WILL BE MADE ON A NUMBER OF THE ITEMS BEFORE THE TWO COUNTRIES.

    Background: UNITED STATES SECRETARY OF STATE, DR. HENRY KISSIGNER, LEFT MOSCOW FOR INDIA ON SUNDAY (27 OCTOBER) AFTER FOUR DAYS OF TALKS, DURING WHICH ARRANGEMENTS WERE FINALISED FOR PRESIDENT FORD'S VISIT TO THE SOVIET UNION IN NOVEMBER.

    THE OUTCOME OF DR. KISSINER'S VISIT IS THAT THE UNTIED STATES AND THE SOVIET UNION NOW APPEAR TO BE MOVING TOWARDS A REDEFINITION OF DETENTE THAT COULD GIVE A NEW SHAPE TO THE POLITICAL RELATIONSHIP BETWEEN THEM.

    DR. KISSINGER UNDERTOOK A GRUELLING SESSION OF TALKS WITH SOVIET LEADERS TO ARRANGE THE VISIT BY PRESIDENT FORD, DUE ON 24 AND 25 NOVEMBER.

    ALSO PROMINENT IN THE AGENDA WAS THE PROBLEM OF A NEW STRATEGIC ARMS LIMITATION TREATY (SALT AGREEMENT.)
    THERE HAS BEEN LITTLE SIGN FROM MOSCOW THAT DR. KISSINGER HAS BEEN ABLE TO PERSUADE THE RUSSIAN OF THE URGENCY, AS HE SEES IT, OF A NEW SALT AGREEMENT. BUT IT IS BELIEVED THAT THIS WILL FIGURE PROMINENTLY IN THE MINI-SUMMIT TALKS DURING MR. FORD'S TWO-DAY VISIT.
