    The Israeli government is continuing to build new settlements on the occupied West Bank - despite world-wide criticism of its policies. The United States has condemned the action as obstructive to a peaceful solution to the problems in the Middle East. In this village - north of Jericho - a wire divides the new pre-fabricated houses from the vacated huts left by Palestinians who have fled the country. Work is proceeding at a fast rate, and settlers for the new houses are arriving daily. Israeli troops are deployed in the settlements to protect the inhabitants - many of whom have young children. The United States claim the building of the settlements is contrary to United Nations resolutions which have called for a halt to the re-settlements. Since President Ronald Reagan's Middle East Peace Initiative was proposed on September 1, US officials have become increasingly distressed at the Israeli government's continuation of their re-settlement programme. This development at Mizpe - on the road between Jerusalem and Jericho - is well established and has an air of permanence.
