    REPORTER: "Did you think you families then were safe, when you left?"
    ARAFAT: "Yes. According to this agreement -- the American administration, the American government,the American president, himself, gave us this +parole d'honneur+. And I'm sorry that they didn't keep their +parole d'honneur+. It is shameful, not against me, it is something against the military American honour -- because we delivered we handed over the city after our departure to the multinational forces -- the Americans, the French and the Italians, and we have a written message from Mr. Habib himself to protect the camps, to protect the city, the protect the civilians, to protect our people -- children, women, women...."

    The Palestine Liberation Organisation Chairman, Yasser Arafat has blamed what he calls a broken promise from the United States for the West Beirut refugee camp massacres. On September 19, after watching tape of the aftermath of the killings, in which up to 1,000 Palestinians died -- the PLO leader attacked the US administration. He said President Ronald Reagan had made certain guarantees,and Special Envoy Philip Habib had given a written undertaking to protect Beirut, its civilian population and the refugee camps. The following day (September 20) US Secretary of State George Shultz met with President Reagan to discuss ways of preventing further deaths in Beirut. Mr. Shultz said presidential statement was imminent. Soon after, Mr. Reagan appeared on television to say that a force of United States, Italian and French troops will return to Lebanon for a limited time -- to help the Lebanese government achieve full control in the capital, and the rest of the country.
