    MR. HOSHE DAYAN: "I want to explain what we did do, or what we wanted to... I'll start by (INDISTINCT WORD) on what we did not mean to do, or intend to do. That is to say that the objective this time was political and not a military one. What we wanted to say this time to the people and the government of Lebanon is that we are not the police of Lebanon and relationships between Lebanon and Israel must be bases on normal relationships between two countries and two governments where each government is responsible for what is taking place inside their country. So we are know that the three murderers that came to Kiryat Shmoneh belonged to the group of Jibril and I'm sure he's got his headquarters in Beirut or somewhere there, and I've no doubt that the government of Lebanon knows, or can know, where to find him and his group, and this is their business to do it -- their business, not ours. We wanted to say it in a very clear way that if we cannot live in peace on our side, then eventually the entire southern part of Lebanon won't be able to live there. We did know that by going to different villagers there, aware that like we came last night we can do it again."

    Background: The Israeli Defence Minister, Moshe Dayan warned Lebanon after the Israeli raids on six southern Lebanonese villages that this was intended to serve as a warning to the Lebanese villages that this was intended to serve as a warning to the Lebanese government. Mr. Dayan told newsmen at a press conference in Tel Aviv that Lebanon would have to decide whether to prevent the action of guerrilla groups, or face havoc and destruction of the southern part of the country.

    A transcription of Mr. Dayan's speech follows:
    Later Mr. Dayan said that about ten people had been brought back from Lebanon by the Israeli raiders for interrogation. If they were guilty of crimes they would be punished, he said. If not, they would be returned home.

    The force which struck into Southern Lebanon on Saturday (13 April) blew up 24 houses in six villages, according to the Lebanese Defence Ministry. A Ministry communique said a power station was also Elown up.
