    Background: INTRODUCTION: United States envoy Michael Sterner flew from Egypt to Israel on Sunday (17 May) after discussions with President Anwar Sadat on a proposed multi-national peace-keeping force to the Egyptian-Israel's final withdrawal from the peninsula next April, but so far, the type of force has not yet been agreed on.

    SYNOPSIS: After meeting President Sadat in Alexandria, Mr. Sterner told reporters the main issues of dispute between Egypt and Israel -- the size, tasks and command of the force -- had not changed. Egypt wants a small force with limited responsibilities while Israel would prefer it to be larger and better armed.

    Proposals for a UN force met with resistance from the Soviet Union and other UN members who do not support the Egypt-Israeli peace treaty. So the United States has proposed an alternative plan -- that is that an American civilian director general should administer a multi-national force with a military commander of neutral nationality. The director general would serve in place of a UN Secretary General, providing administrative support for a military force of around 2,500 men.

    Firm commitments have not been made, but Canada, Australia, New Zealand, Argentina and Ecuador have indicated they would be willing to supply a contingent of troops.
