THE REASON WAS BRITAIN'S FAILURE TO CRUSH THE REBELLION IN RHODESIA. PRESIDENT JULIUS NYERERE ANNOUNCED THE MOVE IN DAR-ES-SALAAM. IN LONDON, THE TANZANIAN HIGH COMMISSIONER, MR. NGAIZA, PREPARED TO LEAVE FOR HOME.

    THE SEVERING OF TIES WAS IN ACCORDANCE WITH AN ORGANISATION OF AFRICAN UNITY RESOLUTION EARLIER THIS MONTH MAKING TODAY THE DEADLINE FOR PUTTING DOWN THE REBELLION. BUT OF THE 36 MEMBERS, ONLY TANZANIA AND GUINEA HAVE IMPLEMENTED THE RESOLUTION IN FULL BY BREAKING OFF RELATIONS. PRESIDENT NYERERE SAID OF TONIGHT'S MOVE: "THIS MAKES PULLING OUT OF THE COMMONWEALTH EVEN MORE INEVITABLE..."
    TIES WERE BROKEN AT 2100 GMT, AND THE BREAK HAD BEEN ANTICIPATED BY MR. NGAIZA IN LONDON, WHO SPENT THE AFTERNOON CLEARING HIS OFFICE. BUT THE MOOD AT THE HIGH COMMISSION AND AMONG THE STAFF WAS OF REGRET RATHER THAN ANGER, AS MR. NGAIZA POINTED OUT:-
