Background: German negotiators today (Monday) completed their contribution to an overall Berlin settlement by signing agreements allowing West Berliners to cross the Berlin wall and clearing up some borders anomalies.

The two agreements were signed by East German, State Secretary Guenter Kohrt and Ulrich Mueller, chief negotiator of West Berlin City Council. The ceremony took place at the East Berlin House of Ministeries - once the headquarters of Hermann Goerings air force -a few yards (metres) from the wall.

The four big power signed a framework Berlin Agreement in September, and now have only to sign protocol for all the detailed agreements to come into force, But this is not expected until the spring. The Soviet Union has said it wants Bonn to ratify the non-aggression treaties with Moscow and Warsaw before it signs the protocol.

An announcement on interim access through the wall is expected shortly, but is unlikely to come in time to permit the hoped for Christmas visits for families divided by the wall.
