    Background: At the Palais Schaumburg - the West German Chancellor's official residence in Bonn - American Treasury Secretary Anderson and Mr Dillon of the State Department arrived, Nov 21, for talks with Dr Adenauer, Economics Minister Professor Erhard, Defence Minister Strauss, Foreign Minister von Brentano, and Bundesbank President Blessing.

    This was the beginning of three days' negotiations on more West German aid for underdeveloped countries and a substantial contribution towards the cost of maintaining United States troops in Europe.

    A spokesman of the Bonn Government said afterwards the opening session had been a "frank and friendly exchange of general economic and payments positions". No precise figures had been mentioned.

    America's balance of payments is expected this year to show a deficit of about 3,500 million dollars, and the Treasury delegation is now sounding Bonn, London and Paris on the possibility of spreading NATO defence costs.
