Background: The first bi 1/5 meeting of Russian and Western experts on the Aawan High Dam project was held June 11 with UNITED ARAB REPUBLIC Public Works Minister Mussa Arafa.
The meeting followed separate discussions on the project by the Russian delegation leader, Professor Ivan Kozmin, who it is reported proposed modifications which would cut both cost and construction time by about twenty per cent.
The original estimate of cost was GBP110M - excluding power plants and construction time was put at a minimum of ten years.
The Western experts were reported to be agreed on the feasibility of the Russian proposal to cut costs and time but held a number of reservations.
Recently the Soviet Union granted Egypt a 400m rouble line of credit for the first stage of the dam. Observers believed the Russian experts might be authorised to propose more credit for the second stage of the dam. This, coupled with their overall modified plan for the project, would give a virtual Russian monopoly of the entire construction.
However, Egyptian opinion is seeking Western enterprise in a fair proposition - if only to reduce Egypt's dependence on the Soviet Union.
Meanwhile Egypt and the Sudan again are moving towards opening negotiations for a new Nile Waters agreement - without which Egypt cannot build the High Dam and the Budan cannot hope to get a World Bank Loan for its own Roseires Dam project.
