    THE SUB-COMMITTEE'S ARRIVAL AT TOCUMEN AIRPORT, NEAR PANAMA CITY, ON TUESDAY EVENING, WAS PRECEDED BY THE RETURN HOME OF THE PANAMANIAN AMBASSADOR TO THE ORGANISATION OF AMERICAN STATES --MIGUEL MORENO -- WHO HAD BEEN IN WASHINGTON, PUTTING HIS COUNTRY'S SIDE OF THE DISPUTE WITH THE UNITED STATES. MORENO, A CANDIDATE FOR THE FORTHCOMING PRESIDENTIAL ELECTIONS IN PANAMA, RECEIVED A TUMULTUOUG RECEPTION.

    MORENO WAS BACK AT THE AIRPORT, WITH PANAMA'S FOREIGN MINISTER, DR. GALILEO SOLIS, TO GREET THE SUB-COMMITTEE WHEN THEY ARRIVED. LED BY THE O.A.S. AMBASSADOR FROM PARAGUAY, THE COMMITTEE IS MADE UP TO REPRESENTATIVES FROM MEXICO, BRAZIL AND COSTA RICA. ANOTHER MEMBER, THE O.A.S. AMBASSADOR FROM URUGUAY, WAS HELD UP IN WASHINGTON AND ARRIVED LATER.

    IN ADDITION TO INVESTIGATING PANAMANIAN CHARGES, THE COMMITTEE WILL TRY TO MEDIATE IN THE DISPUTE BETWEEN THE UNITED STATES AND PANAMA. A SPOKESMAN SAID: "WE HAVE ASKED BOTH COUNTRIES TO SUBMIT ALLEGATIONS IN WRITING...ON THAT BASIS WE WILL START OUR INVESTIGATION."
