Background: The meeting will take place at 5 p.m. at the Hotel Imperial. The Secretary will first meet alone with Mr. Gromyko, after which there will be the plenary session.
The participants in the plenary session will be Secretary Sonnenfeldt, Counsellor of the State Department, Arthur Hartman, Assistant Secretary, European Affairs, Ambassador Walter Stoessel, U.S. Ambassador to USSR, William Hyland, Mr. John Lovell, members of the National Security Council Staff of the White House; Soviet Foreign Minister Gromyko, Ambassador Dobrynin, Mr. Korniyenko, Chief of the America Department, Ministry of Foreign Affairs, Mr. Makarov, Chef de Cabinet, Mr. Fokin, Special Assistant to Minister Gromyko, Mr. Sokolov, Chief of American Section of the America Department, Mr. Sukhodrev, interpreter.
Meeting will start at 5 p.m., first three will, of course, be the talks between Kissinger and Gromyko, followed at some point by a larger meeting.
At 8 p.m. there will be a working dinner at the Imperial.
Only change in the participants of the dinner:
Under Secretary Sisco, and Mr. Sytenko, Chief of Near East Countries Department at Dinner. When dinner is over Amb Anderson will be able to come down and brief out -- please do not expect any news of substance.
Tomorrow -- meeting at Soviet Embassy at 10 a.m., followed by Lunch; participants will be roughly the same as those mentioned for today.
