Background: There was no hint of compromise when the Disarmament Commission of the United Nations heard speeches by East and West in New York, today.

The twelve-nation sitting heard America's Cabot Lodge open the debate by re-affirming that the United States would continue nuclear tests until the Soviet Union agreed to stop producing atomic and hydrogen weapons.

Mr. Ritchie of Canada declared that the Western Powers' working paper of Aug 29, which Russia had summarily rejected, was not the last word.
