Background: A former South Vietnamese Head of State, General Duong Van Minh, is to run for President in the October elections. The General, who led South Vietnam for a brief period in 1963 after leading the coup against President Diem, describes himself as a "peace candidate". He has reserved the right to withdraw from the elections if he thinks they will be unfair, and has already protested against rules about the number of endorsements needed for nomination. Dr. Ho Van Minh, First Deputy Chairman of the National Assembly, is to run for Vice-President alongside General Minh. Other candidates for the Presidency are President Nguyen Van Thieu and Vice-President Nguyen Cao Ky.
