    Background: IN CAIRO TONIGHT (TUESDAY), PRESIDENT NASSER OF THE UNITED ARAB REPUBLIC AND MR CHOU EN-LAI, PRIME MINISTER OF THE PEOPLE'S REPUBLIC OF CHINA, BEGAN THEIR SECOND ROUND OF TALKS. THE TWO LEADERS HELD THEIR FIRST ROUND LAST SUNDAY -- THE DAY AFTER MR CHOU ARRIVED FOR A WEEK'S VISIT TO THE UNITED ARAB REPUBLIC AS PART OF A TWO-MONTH TOUR.

    YESTERDAY (MONDAY), THEY WENT TO CAIRO'S LIBERTY HALL FOR AN EDUCATION DAY CEREMONY. STUDENTS, UNIVERSITY GRADUATES AND ARMY CADETS, WERE PRESENTED WITH SCHOLASTIC AWARDS.

    SOME 3,000 PEOPLE PACKED THE HALL TO GIVE THE TWO LEADERS A ROUSING WELCOME. FLOWER PETALS WERE SHOWERED ON THE AUDIENCE BY A MARCHING BAND OF SOME OF THE YOUNGER SCHOOLCHILDREN PRESENTLY. TWIN GIRLS WERE INTRODUCED TO PRESIDENT NASSER AND MR CHOU. THEN CAME A BANNER -CARRYING PROCESSION OF STUDENTS.

    SOVIET JOURNALISTS LISTENED AS PRESIDENT NASSER, IN A BRIEF ADDRESS, SAID THAT EDUCATION AND SCIENCE WERE BEHIND THE "GREAT REVOLUTIONS IN EGYPT AND CHINA."
    IN A FIVE-MINUTE SPEECH, MR. CHOU SAID THE ARAB AND AFRICAN PEOPLES HAD CONTRIBUTED LARGELY TO CIVILISATION IN THE PAST, BUT SOME COUNTRIES WERE "OPPRESSED AND CONSEQUENTLY LAGGED BEHIND." HE TOLD THE EGYPTIANS HE WAS "FASCINATED BY YOUR ANCIENT CULTURE" AND SAID HE WAS SURE THEY WOULD PRODUCE "FRESH MIRACLES." ONCE THE ASIAN AND AFRICAN PEOPLES HAD TAKEN DESTINIES IN THEIR OWN HANDS, THEY WOULD NOT ONLY CATCH UP WITH OTHER COUNTRIES, BUT WOULD EXCEL THEM.

    HE THEN JOINED PRESIDENT NASSER IN HANDLING AWARDS TO PRIZE-WINNERS. MR CHOU IS SCHEDULED TO LEAVE ON SUNDAY FOR ALGERIA.
