TRANSCRIPT: HAIG: Did our democratic institutions still work were they worth defending.

I believe this period of perhaps excessive American introspection has come to an end...

...The soviet system is now showing signs of spiritual exhaustion. We Americans are proud of our artists, our scientists, our social critics - theirs are censored, exiled, sent on false pretences to mental institutions or condemned to forced labour.

Background: SYNOPSIS: The army general whose role their older brothers and sisters protested against 10 years ago had come to be honoured as Secretary of state. A small group of demonstrators handed out what they called dishonourable degrees.

In recent years, Haig said, Americans spent so much time examining their society that observers described us as confused and lacking confidence.

Later as Haig was awarded an honorary Dr of Public Service degree about 100 students stood and turned their backs. The degree praises what the university calls Haig's stern determination to develop a foreign policy rooted in the world of reality.
