Background: Panama's President, General Omar Torrijos, appeared at a rally in the western province of Chirichi on Friday (21 July) to unfurl the new banner which is the symbol of his recently formed "Revolutionario Democratico" party.

SYNOPSIS: Thousands of people turned out for the rally which precedes elections to be held on the 6th of August. It was more than a month ago that President Carter of the United States and President Torrijos signed the controversial treaty transferring control of the Panama Canal to Panama. General Torrijos acknowledged the support of the crowd, who observers said came hoping for announcements of immediate answers to problems of wide-spread unemployment and economic inflation. The opposition party has been calling for the resignation of General Torrijos because of what they call "poor economic policies". The General has admitted in recent interviews that the immediate post-treaty period would bring its own problems.

At the rally he unveiled his new party's Revolutionary Democratic banner.

The framework of this new party is not yet finalised. Some observers say that General Torrijos is under pressure from local political leaders to endorse incumbent representatives in the next elections, to counter the opposition's effects to defeat him. They say the new party was created in order to effectively counteract the opposition.

The recent signing of the Panama Canal treaties is said to have brought some hope to the nearly two-million inhabitants. They are looking for new investment in the country, now that the treaties are signed and hope this will stimulate a stagnating, inflationary economy. After the rally General Torrijos met local leaders to consolidate efforts to resolve many of chirichi province's community problems. He promised increased efforts and dialogue between his National Government and regional representatives.
