    Background: THE REPUBLIC OF SOUTH KOREA WILL GO TO POLLS FOR THE SECOND TIME DURING THIS YEAR ON JULY 29. THE ELECTIONS FOLLOW THE DOWNFALL OF FORMER PRESIDENT DR. SYNGMAN RHEE AFTER THE RIOTS SPARKED OFF BY THE RIGGED ELECTIONS HELD EARLIER THIS YEAR.

    UNDER THE REVISED CONSTITUTION NEARLY 11 MILLION VOTERS WILL ELECT A NEW PARLIAMENT COMPOSED OF A LOWER HOUSE OF 233 SEATS AND AN UPPER HOUSE OF 58 MEMBERS.

    THERE ARE 1,560 CANDIDATES FOR THE LOWER HOUSE AND 214 FOR THE UPPER HOUSE. THE DEMOCRATIC PARTY WHICH WAS IN THE OPPOSITION DURING DR. RHEE'S RULE IS THE MAJOR PARTY FIELDING 285 CANDIDATES. INDEPENDENTS NUMBER 995, MOST OF THEM BELONGED TO THE LIBERAL PARTY OF DR. RHEE.

    AS THE ELECTIONS CAMPAIGN IS IN FULL SWING, INDICATIONS ARE THAT THE DEMOCRATIC PARTY HEADED BY DR. JOHN MYUN CHANG WILL WIN THE GENERAL ELECTIONS.

    BUT OBSERVERS SAY THE DEMOCRATIC PARTY IS ALSO FACING INTERNAL CRISIS BETWEEN THE "OLD" FACTION CONSISTING OF THE FOLLOWERS OF FORMER PARTY CHIEF CHOUGH PYUNG OK WHO DIED IN MARCH AND THE "NEW" FACTION SUPPORTING DR. CHANG.

    AMONG THE OTHER PARTIES CONTESTING THE ELECTIONS ARE ABOUT HALF A DOZEN SOCIALIST PARTIES, A NEWLY FORMED LAWYERS' PARTY, AND THE LIBERAL PARTY WHICH HAS BECOME POWERLESS AFTER THE DOWNFALL OF DR. RHEE.

    MEANWHILE, THE DEMOCRATIC PARTY'S PLATFORM IS: CLOSER RELATIONS WITH NON-COMMUNIST COUNTRIES, ESPECIALLY JAPAN AND THE NEUTRAL ASIAN AND AFRICAN COUNTRIES, REDUCTION OF THE ARMED FORCES FROM 630,000 TO 40,000, PEACEFUL UNIFICATION OF KOREA THROUGH ELECTIONS SUPERVISED BY THE UNITED NATIONS AND SUPPORT FOR THE CREATION OF NORTH EAST ASIAN DEFENSE ALLIANCE.
