TRANSCRIPT: "I, President of the bank, declare freely and solemnly before the first session of the 29th meeting of the council of administration, that I will respect the provisions of the A.D.B. agreement, the regulations of the bank and general regulations. And that I will carry out my duties, loyally, as they are defined in these regulations, and will exercise discretion in all matters. As president I will carry out my duties and act with the interest of the bank in mind, as stipulated in Article thirty-eight, paragraphs two and three of the A.D.B. So help me God."

Background: At the central headquarters of the African Development Bank (A.D.B.) in Abidjan on Monday, November 2nd, M. Abdelwahab Labidi took the oath to become the Bank's second President. The ceremony took place in the presence of the A.D.B.'s Board of Management and of the Ivory Coast's Minister of Economy and Finance, M. Konan Bedie, who is Chairman of the Permanent Committee of the A.D.B.'s Board of Governments.
M. Ladibi, a Tunisian, was elected President on the recommendation of the Board of Governors at their annual General Assembly at Fort Lamy in August. He succeeds M. Ahmed Beheiri, the A.D.B.'s first President.
