    Background: On his way from Elizabethville back to Leopoldville, UN Secretary-General Dag Hammarskjoeld arrive d at Kamina,north of the Katanga capital, Aug 15, to inspect the Belgian military base there.

    Received at Kamina airport by the commander of the base, Colonel van Lierde, and Major de Belder, Mr. Hammarskjoeld had an hour's talks with the officers in preparation of the arrival of United Nations troops. Then the UN Secretary-General and his party went on to Leopoldville, despite an earlier decision to stay over night at the base.

    Back in Leopoldville, Aug 15, Mr. Hammarskjoeld came under heavy fire from Premier Lumumba who, in three letters, reiterated his allegation that the Secretary-General was "an agent of the Belgians", accused Mr. Hammarskjoeld of "unilateral and equivocal" interpretations of his mandate from the Security Council, and demanded that a 14-nation group of neutral observers be sent to the Congo to witness events.

    In his reply the Secretary-General rejected the Congolese Premier's "unfounded and unjustified" allegations, referring Mr. Lumumba to the absolute supremacy of the Security Council. He left for New York as planned, without waiting for a Congolese delegation to accompany him in order to state their case before the Council.

    Premier Lumumba's latest step, Aug 16, was a general raid throughout Leopoldville for "Belgian spies posing as UN personnel".
