    Background: The Panama Canal is approaching full capacity. Already the canal is obsolete in the sense that the new large tankers and aircraft carriers are unable to pass through, due to the narrowness of the canal and its locks. In addition, the system of locks, which raises and lowers ships as they pass through the canal, is thought to be vulnerable to sabotage or direct attack.

    Recently, a United States Presidential Commission Report urged the construction of a new sea level canal across Panama. The Commission proposed that the new canal be completed by 1990 at a cost of nearly three billion dollars.
