    Background: In Yugoslavia, police and Customs officers must maintain sharp vigilance for drug smugglers. In mid-March, they apprehended a Syrian who had been seen on a road a few kilometres north of the port of Koper changing what appeared to be an adequate car tyre. Police said they discovered five kilograms of refined heroin inside the replaced tyre. The man had just disembarked with his car at Koper from a ferry from Syria. The authorities also recently made another haul: heroin concealed inside cigarettes packed in a carton a passenger had left on a train, which had stopped at the Sezana border pass. Yugoslavia's geographical location has, in recent years, made the country a major smuggling route for heroin, In June last year, police said they had smashed the largest heroin-smuggling ring in Europe since World War Two. They arrested nine people they alleged had smuggled some 130 kilograms of heroin through Yugoslavia to the United States during the previous two years. Between 1978 and 1980, the annual amounts of heroin the authorities seized rose from 32.6 kilograms to just under 300 kilograms.
