    Background: LEADERS OF THE SIX COMMON MARKET COUNTRIES BEGIN A TWO-DAY SUMMIT MEETING IN THE HAGUE ON MONDAY (DEC 1) WHICH COULD PAVE THE WAY FOR BRITISH ENTRY INTO THE EUROPEAN COMMUNITY. THERE IS CAUTIOUS OPTIMISM THAT THE SUMMIT MEETING COULD LEAD TO EARLY NEGOTIATIONS ON BRITISH ENTRY.

    THERE IS NO OFFICIAL AGENDA FOR THE MEETING, BUT ONE OF THE THREE TOPICS TO BE DISCUSSED IS THE ENLARGEMENT OF THE COMMON MARKET -- AND THIS MEANS THE APPLICATIONS OF BRITAIN, DENMARK, NORWAY AND IRELAND TO JOIN THE COMMUNITY.

    THE DUTCH FOREIGN MINISTER, DR JOSEPH LUNS, SAID A FEW DAYS AGO THAT IF THE SUMMIT MEETING DID NOT GIVE A CLEAR INDICATION OF A DATE BY WHICH TALKS BRITAIN COULD BEGIN, THEN IN HIS OPINION THE SUMMIT MEETING WOULD HAVE FAILED.

    HOWEVER, ALL THE COMMON MARKET COUNTRIES -- FRANCE, WEST GERMANY, ITALY, BELGIUM THE NETHERLANDS AND LUXEMBOURG -- AGREE THAT THERE ARE MAJOR DIFFICULTIES TO BE OVERCOME BEFORE TALKS CAN BE OPENED WITH BRITAIN AND THE OTHER COUNTRIES WANTING TO JOIN THE COMMUNITY.
