Background: TWO SHIPS LADEN WITH TEXTILES, RADIOS AND ELECTRICAL GOODS HAVE BEEN WAITING IN INTERNATIONAL WATERS OFF SINGAPORE FOR A PLANNED RENDEZVOUS WITH INDONESIAN TRADERS. THE MALAYSIAN GOVERNMENT HAS AGGRED TO THE BARTER TRADE, IN WHICH SINGAPORE WILL GET INDONESIAN RUBBER, CHARCOAL AND PEPPER, BUT THE INDONESIAN BOATS HAVE FAILED TO APPEAR.

THE MEETING WAS PLANNED FOR A TRIANGULAR AREA ABOUT 15 MILES (24 KILOMETRES) OFF SINGAPORE AND ONLY A FEW MILES FROM INDONESIAN TERRITORY. EXCHANGES WILL LATER BE MADE ON SENANG ISLAND, A FORMER PENAL COLONY WHICH IS PART OF SINGAPORE TERRITORY. SINGAPORE MERCHANTS ARE USING TWO 500-TON BOATS. THEY ARE ESCORTED BY THE AUSTRALIAN MINESWEEPER IBIS AND THE BRITISH MINESWEEPER DARINGTON. THE BARTER SHIPS WAIT ALL DAY, FASTENED TO A MARKER BUOY, BUT MUST PUT BACK TO SINGAPORE AT DUSK TO COMPLY WITH THE CURFEW.

SEVERAL INDONESIAN VESSELS HAVE PUT OUT, BUT THEY TURNED BACK. ONE SINGAPORE BUSINESSMAN SAID THAT INCREASING QUANTITIES OF INDONESIAN RAW RUBBER WERE BEING LANDED DIRECTLY AT SINGAPORE AND THAT OTHER PRODUCTS WERE GOING TO MALAYAN COASTAL CENTRES NORTH OF SINGAPORE. SINGAPORE WAS THE MAIN CENTRE FOR PROCESSING INDONESIAN RUBBER BEFORE THE CONFRONTATION WITH MALAYSIA. ATTEMPTS TO RESUME TRADE FOLLOW SINGAPORE'S WITHDRAWAL FROM THE MALAYSIAN FEDERATION.
