    Background: The Mapam annual convention closed last night with a unanimously adopted resolution opposing the inclusion of the Gaza strip in the State of Israel. But by a majority vote the convention favoured security settlement outposts in the Raffalt approaches. The first resolution spoke only of "preventing the return of the ??? to the Gaza strip" and left its eventual rate open. This point was the main alteration in Mapam's "Peace plan" drawn up late in 1967. It was also the principle divergence from the Alignment election platform and declared Govt. policy for the past 5 1/2 years. Mapam also urged the Govt. to enforce effective control over the execution of its policies in the sphere of settlement. The rest of the Mapam platform pressed for establishment of "two independent states within the boundaries of Eretz Israel (the land of Israel historically)", said the West Bank should be handed back to Jordan but demilitarized, with no jordanian troops allowed to cross the Jordan river, said the border with Syria should run "through the Golan heights" but that any area handed bach to Syria should also be demilitarized and so should be sinal until secure borders are drawn up in peace negotiations. Jerusalem should remain the unified capital of Israel. Mr. Meir Yaari, heretofore spiritual leader of Mapam, retired from his post as titular leader and was replaced by Meir Talmi of Kibbutz Misimar Ha'???mek.
