    Background: A UNIT CONSISTING OF 138 MARINES LEFT SCHIPHOL AIRPORT, AMSTERDAM, MAR 29 TO REINFORCE THE DUTCH FORCES IN WEST NEW GUINEA. THE MEN FLEW OUT IN A JET AIRLINER CHARTERED FROM KLM, THE DUTCH AIRLINE. THIS IS THE FIRST IN A SERIES OF DAILY AIRLIFTS OF TROOPS TO THE DUTCH TERRITORY.

    TO OVERCOME ANY POSSIBLE OBJECTIONS IN THE COUNTRIES THEY WILL TOUCH IN TRANSIT, THE MEN WERE DRESSED IN CIVILIAN CLOTHES. THEY WILL FLY BY WAY OF CURACAO ISLAND IN THE CARIBBEAN, AND LIMA, PERU. IT IS NOT KNOWN HOW LONG THE AIRLIFT WILL CONTINUE, BUT KLM HAS CANCELLED SIX FLIGHTS THIS WEEK FROM AMSTERDAM TO NEW YORK TO MAKE AIRCRAFT AVAILABLE FOR THE TROOPS.

    MAR 28, PRIME MINISTER DE QUAY TOLD THE DUTCH PARLIAMENT THAT DUE TO THE "CONTINUED THREATS AND AGGRESSIVE ACTS BY INDONESIA" THE GOVERNMENT WAS UNABLE TO MEET ITS OBLIGATIONS CONCERNING THE PROTECTION OF LIFE AND PROPERTY OF DUTCH NATIONALS IN NEW GUINEA WITHOUT STRONG REINFORCEMENTS.

    SHORTLY BEFORE THIS ANNOUNCEMENT, THE UNITED NATIONS ACTING SECRETARY-GENERAL, U THANT, SAID IN NEW YORK THAT HOLLAND AND INDONESIA HAD AGREED TO RESUME OFFICIAL NEGOTIATIONS ON THE FUTURE OF WEST NEW GUINEA. U THANT WILL BE PRESENT DURING THE DISCUSSIONS.

    IN WEST NEW GUINEA MAR 29 THERE WAS FIGHTING ON THE ISLE OF WAIGES BETWEEN DUTCH MARINES AND ABOUT 30 INDONESIAN SOLDIERS. THE DUTCH AUTHORITIES REPORTED SEVERAL DAYS AGO THAT THE INDONESIAN FORCE HAD LANDED BUT WERE NOW IN RETREAT.
