Background: President Sangoule Lamizana of Upper Volta has begun an official three day visit to West Germany for talks with Government leaders.
SYNOPSIS: President Lamizana arrived in Bonn on Wednesday (4 October) to a full scale ceremonial welcome from the West German President Walter Scheel.
After the ceremonial welcome the talks began. After the first session, an official luncheon was held at which President Scheel said he hoped the Organisation of African Unity could do more to solve the constant conflict in Africa without the help of outside interests. Upper Volta relies heavily on outside aid and its understood the talks between the two Heads of State are mainly centred on aid. It's understood Upper Volta wants West Germany to cancel the development aid debts owed it by Upper Volta.
It has been announced by the West German Government that plans are in hand to cancel debts owed by the poorest developing countries from January the first next year. Thirty countries will benefit from the plan - details of which have to be worked out over the next few weeks.
