    Background: KABUK, AFGHANISTAN

    As the civil war continues in Afghanistan the country's leaders have been celebrating the fifth anniversary of the coup which brought the Soviet-backed government to power. The Afghan administration led by President Babrak Karmal has declared an amnesty marking the 1978 coup. The amnesty will free certain prisoners and reduce the sentences of others. It is expected to affect the majority of Afghanistan's estimated 100,000 prisoners. The government has also called on rebel forces to lay down their arms before July 10 without fear of punishment if they comply. The Afghan government was anxious to express its gratitude to the Soviet Union for the troops it has provided. In Moscow, Afghanistan's Ambassador, Habib Mangal said Soviet forces were still playing a vital role in helping to crush the insurgents. The rebels claim that about 1,500 civilians have been killed in the latest government offensive in the western province of Herat near the Iranian border. They say more than 5,000 Soviet troops and Afghan armoured and commando units, backed by the air force, had taken part in the attack. The fighting is reported to be continuing.
