    Background: AFTER SACKING THE VIET CONG AND NORTH VIETNAMESE EMBASSIES IN PHNOM PENH LAST WEEK, CAMBODIAN DEMONSTRATORS TURNED THEIR ATTENTION TO THE NON-DIPLOMATIC MEMBERS OF THE VIETNAMESE COMMUNITY.

    THEY ROAMED THE VIETNAMESE QUARTER ON THURSDAY (MARCH 12), ATTACKING AND LOOTING SHOPS. PILFERED GOODS AND DOCUMENTS WERE BURNED IN THE STREETS BEFORE MILITIAMEN MOVED IN FORCIBLY TO BREAK UP THE DEMONSTRATION.

    THE LATEST ANTI-VIETNAMESE OUTBURST FOLLOWED ATTACKS ON THE NORTH VIETNAMESE AND VIET CONG EMBASSIES BY THOUSANDS OF YOUNG CAMBODIANS, WHO RANSACKED BOTH PREMISES AND BURNED A NUMBER OF VEHICLES. THE DEMONSTRATORS ACCUSED BOTH THE NORTH VIETNAMESE AND THE VIET CONG OF USING CAMBODIA AS A BASE AND SANCTUARY FOR THE WAR IN NEIGHBOURING SOUTH VIETNAM. ANTI-VIET CONG DEMONSTRATIONS WERE ALSO REPORTED FROM OTHER PROVINCES IN CAMBODIA.

    THE CAMBODIAN GOVERNMENT LATER ASKED THE PROVISIONAL REVOLUTIONARY GOVERNMENT OF SOUTH VIETNAM -- THE VIET CONG -- AND THE NORTH VIETNAMESE TO WITHDRAW THEIR ARMED FORCES FROM CAMBODIAN SOIL BY DAWN TODAY (SUNDAY), AND AT THE SAME TIME ANNOUNCED PLANS TO BOOST ITS OWN ARMED FORCES FROM 35,000 TO 100,000.

    HANOI HAS PROPOSED A MEETING WITH CAMBODIA TO SETTLE THEIR DIFFERENCES.

    MEANWHILE, CAMBODIAN HEAD OF STATE, PRINCE NORODOM SIHANOUK, HELD TALKS WITH SOVIET LEADERS IN MOSCOW ON SATURDAY (MARCH 14) ON THE SITUATION IN HIS COUNTRY. HE IS BELIEVED TO HAVE ASKED THEM TO HELP PERSUADE THE VIEW CONG TO LEAVE CAMBODIA.
