Background: EIGHTEEN SHANGHAI-TRAINED CAMBODIAN TECHNICIANS ARE MANNING THIS PLYWOOD FACTORY NEAR PHNOM WHICH BUILT BY THE CHINESE PEOPLE'S REPUBLIC IN CO-OPERATION WITH PRINCE NORODOM SIHANOUK, THE CAMBODIAN HEAD OF STATE.

SKILLED WORKERS FROM THE CHINESE PEOPLE'S REPUBLIC ARE EVIDENT IN THE FACTORY AND THEY OUTNUMBER THEIR CAMBODIAN COUNTERPARTS.

THE MANAGING DIRECTOR IS MR. UNG TIN PAK, A CHINESE WHO HAS TAKEN CAMBODIAN CITIZENSHIP. HE, HOWEVER, REFRAINS FROM SPEAKING MANDARIN AND OTHER CHINESE DIALECTS.

THE FACTORY WHICH BEGAN OPERATION IN 1959, WENT INTO FULL SWING SOON AFTER THE VISIT TO CAMBODIA BY MR. CHOU-ENG-LAI, THE CHINESE PRIME MINISTER IN 1960. THE PRODUCTION OUTPUT THEN WAS 900,000 - HUNDREDWEIGHT OF PLYWOOD PER YEAR. THE PRESENT OUTPUT IS AROUND 400,000 - HUNDREDWEIGHT.

TRADE SOURCES SAID MOST OF THE TOP QUALITY PRODUCTS ARE BEING SECRETLY SHIPPED TO THE CHINESE PEOPLE'S REPUBLIC AND THE NOT-SO-GOOD QUALITY PRODUCTS ARE BEING SOLD LOCALLY.

TWENTY-SEVEN YEAR OLD NAR PHAT, A CAMBODIAN OF CHINESE EXTRACT, IS THE FACTORY'S TECHNICAL DIRECTOR. HE WAS ALSO TRAINED IN SHANGHAI AND SPEAKS FLUENT MANDARIN, CAMBODIAN, FRENCH AND ENGLISH.

THE FACTORY IS OUT OF BOUNDS TO ALL CAMBODIAN GOVERNMENT OFFICIALS.
