    Background: The United Nations Secretary-General, Senor Javier Perez de Cuellar, said on September 13 the three peace plans for the Middle East would result in progress towards solving the region's problem. Speaking in Paris, after a meeting with President Francois Mitterrand, Senor Perez de Cuellar said the proposals would be studied at the United Nations headquarters. Senor Perez de Cuellar was referring to President Reagan's initiative, the Arab plan launched at Fez, and the France-Egyptian draft resolution now before the Security Council. Both the Arab plan and French-Egyptian draft call for the Palestine Liberation Organisation (PLO) to be associated with peace negotiations. The Reagan plan does not mention the PLO. The Secretary-General said President Mitterrand shared his concern to get negotiations started. Senor Perez de Cuellar had come to Paris from Moscow, where he held talks with President Leonid Brezhnev.
