Background: Preparations are almost complete in Saigon for the inauguration ceremony on Sunday (31st October) of President Thieu of South Vietnam. Military engineers are erecting a dais in Lam Son Square in the centre of the city, where the ceremony will take place. At the same time, strict security precautions are already in force as troops and security officers minutely examine the buildings overlooking the square.
Anti-Government militants, opposed to President Thieu's one-man election at the beginning of October, are maintaining their attacks on police personnel and buildings in Saigon.
