Background: In the troubled Pakistani border province of Baluchistan last Monday (7 October) twelve hundred Marri tribesmen handed over their weapons to civil authorities in the largest single response to an amnesty announced by Prime Minister Bhutto last July.

The amnesty expires on 15 October.

Next day Mr. Bhutto said he would make a "pleasant" announcement to resolve the Baluchistan crisis on the date the amnesty expires.

There have been nearly twelve months of military action in Baluchistan
The Government and the Pakistani press have been strongly attacking the Opposition leaders... principally Abdul Wali Khan, President of the National Awami Party... who have recently launched an intensive campaign for political settlement of the Baluchistan issue.

Some Government leaders say the Opposition campaign amounted to subversion of the constitution and incitement to the armed forces.

The Opposition demands included the restoration in Baluchistan of the National Awami Party's coalition Government, headed by the former Chief Minister, Ataullah Khan Mengal, now under arrest.

During Monday's arms handover, a spokesman for the tribesmen, Balagh Sher, expressed deep regret over their past "misdeeds".

The tribesmen pledged loyalty to the Government, and declared support for the Government's efforts in developing the most backward areas in the Province.
