PRESIDENT.....(INDISTINCT)....I WANTED TO MAKE A PROPOSAL....(INDISTINCT)....IT IS THAT, YOU KNOW, THAT THE REPUBLIC OF ZAMBIA HAS FOR A LONG TIME BEEN IN CONSULTATION WITH A NUMBER OF PEOPLE WHO ARE DIAMETRICALLY OPPOSED TO THE IDEALS WHICH WE HOLD HERE. BECAUSE OF THAT MY GOVERNMENT, OF SOMALIA, HAVE FOR SOME TIME BEEN CANVASSING SUPPORT FOR A SEAT ON THE SECURITY COUNCIL OF THE UNITED NATIONS WHICH ETHIOPIA IS ABOUT TO VACATE, SOME TIME THIS YEAR. IF IT MEETS WITH YOUR APPROVAL, I WOULD LIKE SOMALIA TO STAND DOWN IN FAVOUR OF ZAMBIA AND FOR US HERE TO MAKE A RESOLUTION TO ELECT ZAMBIA TO THE SECURITY COUNCIL SOME TIME IN 1968" ...(APPLAUSE)



    OBOTE: "THE CONFERENCE FELT THAT SUCH MEETINGS AFFORD THE OPPORTUNITY, WHERE DISPUTES BETWEEN NEIGHBOURING STATES COULD FIND AMICABLE AND PEACEFUL SOLUTION, THEREBY CONTRIBUTING TO PEACE AND STABILITY IN AFRICA, AND THUS STRENGTHEN AND STABILISE THE O.A.U. THE MEETING NOTED WITH SATISFACTION THE MEMORANDUM OF UNDERSTANDING REACHED BETWEEN THE SISTER COUNTRIES OF SOMALIA AND KENYA, AND THE MOVE TO SETTLE PEACEFULLY THE DISPUTE BETWEEN ETHIOPIA AND SOMALIA. THE CONFERENCE BELIEVES THAT THIS THIRD MEETING OF EASTERN AND CENTRAL AFRICAN STATES HAS CONTRIBUTED IN LARGE MEASURE IN CREATING BETTER AND SOUNDER NEIGHBOURLY RELATIONS AMONG THE COUNTRIES OF THE REGION."



    OBOTE: "AT THE CLOSE OF THE MEETING THE HEADS OF STATE AND OF THE GOVERNMENTS AGREED UNANIMOUSLY THAT THE NEXT MEETING BE HELD IN DAR ES SALAAM IN MAY 1968, AND THAT IN THE INTERVENING PERIOD RESPONSIBLE MINISTER SHOULD MEET IN ORDER TO STUDY PRACTICAL WAYS AND MEANS OF IMPLEMENTING THE RECOMMENDATIONS ADOPTED AT THE SUMMIT MEETING." (APPLAUSE)
