    Background: Fifteen hundred Congolese troops paraded at Camp Kokolo on the outskirts of Leopoldville, Jan. 23rd, to mark the promotion to Major-General of Colonel Mobutu, Congo's strong-man leader whose power appears to be waning. Before independence last summer, Mobutu was a sergeant.

    At the saluting base with General Mobutu was President Kasavubu, who was responsible for the promotion, and also for appointing Gen. Mobutu commander-in-chief of the Army.
