    Background: The Lebanon-Palestinian Higher Coordination Committee met in Beirut on Saturday (8 November) and discussed the continuation of the 12th ceasefire between left-wing moslems and right-wing phalangists.

    As the ceasefire held, the city remained generally quiet. But there was an incident in Nasra Street where one person was killed and two injured.

    Although life was getting back to normal in central parts of beirut, a foreboding calm hung over some no man's land separating christians and moslems.

    Some roads in the area remained littered with rubble and glass because street-cleaners dared not venture into what looked to them like a potential sniping zone.

    In Arab diplomatic circles, belief grew that neither side was eager to start the fighting again.

    But it was acknowledged in official quarters that conflict could flare from some isolated incident provoked by gunmen still prowling the streets.

    Lebanon, meanwhile, faces the threat of a new political crisis between Premier Rashid Karami and the army which,, as Defence Minister, he commands.

    The Premier has virtually accused the Chief of Staff, General Hanna Saeed, of failing to carry out orders to prevent the unloading of a shipload of arms for rightwingers.
