I SUGGEST WE ARE HERE BECAUSE, FIRSTLY REMEMBER, THAT MORE THAN A THIRD OF THE WORLD IS RULED BY THE COMMON LAW WHICH CAME FROM ENGLAND, AND WHICH TODAY, AND AS LONG AS MOST COUNTRIES IN THE COMMONWEALTH FOLLOW THE COMMON LAW PROVIDES FOR US QUESTIONS IN WHICH WE ARE ALL EQUALLY INTERESTED. WHETHER ONE IS DISCUSSING JUVENILE DELINQUENCY OR THE DIFFICULTIES CAUSED BY THE INCREASES IN MOTOR CARS, OR BY ADMINISTRATIVE TRIBUNALS, WE ALL OF US KNOW THAT WE HAVE MUCH TO LEARN FROM OTHER COMMONWEALTH COUNTRIES IN FINDING OUT HOW THEY ARE TACKLING THE SAME SUBJECTS."

    THE DELEGATES INCLUDE PRIVY COUNCILLORS, NATIONAL ATTORNEYS-GENERAL, JUSTICES, JUDGES, AND PROFESSORS.THE LORD CHANCELLOR, LORD GARDINER, OCCUPIED A PLACE OF HONOUR.
