Background: Envoys of four of Europe's smallest states - Liechtenstein, Monaco, San Marino and Andorra met Oct 23 on a Liechtenstein hilltop for a "baby Summit Conference." The subject of discussion: "Matters of mutual interest."
The venus was in a motel near Vaduz, the capital. This summit meeting opened in disagreement: Monaco (population 20,000 four square miles) demanded the admittance of the Island of Sark and Luxembourg.

Conference president, Baron Edouard von Falz-Fein of Liechtenstein's State Tourist Office said: "If we allow Luxembourg in, the next thing is that we shall all be members of the United Nations, and then where would we be?"
As for Sark, the Baron said he was unable to find the name on any map and was therefore satisfied that Sark did not exist.

(The three and a half mile Channel Island of Sark, population 437, is a self-governing British possession off the North coast of France).

Conference sources said the debate was "heated" except for the silence of the delegate of Andorra (population 5,231, 191 square miles). He was reportedly understood not to have understood the question under discussion.

The delegates finally reached a compromise whereby they agreed to invite Sark and Luxembourg to their next Summit in Andorra October 1960.

The opposition group - Liechtenstein (population 13,800, 62 square miles) and San Marino (population 13,730, 38 square miles) warned that the admittance of the two would not necessarily mean the Little Four would be increased automatically to the "Little Six." An observer attended from the Vatican City State.

Among the subjects of agreement was one to publish a statistical booklet for tourists aimed at settling the question of which state is the smallest in which field and to arrange special stamp issues.
