    Background: European Common Market Foreign Ministers met in Dublin on Monday (26 May) to formulate an approach to raw materials problems
    As part of the industrialised nations' preparations for talks with developing and oil-producing countries, the Market Ministers discussed the major options in the methods of approach. No formal policy was to be decided on; rather the E.E.C. will put a broad outline of its thinking to U.S. Secretary of State Henry Kissinger and representatives of other members of the Organisation for Economic Co-operation and Development (OECD). That meeting is scheduled to take place on Tuesday (27 May) in Paris, and it's expected the industrial nations will decide on a joint approach on raw materials negotiations.

    Irish Foreign Minister Garrett Fitzgerald had just returned from a tour of several Arab capitals, and gave a report on his trip to the Dublin meeting. E.E.C. relations with Arab states have become tense as a result of a preferential E.E.C.-Israel trade agreement.

    The matter of Portugal, and its requests for closer ties with the E.E.C., was also on the agenda.
