THE ANNOUNCEMENT WAS MADE IN A JOINT COMMUNIQUE WHICH FOLLOWED TWO DAYS OF TALKS -- THE SECOND OF SUCH ANNUAL MEETINGS -- WHICH STARTED ON MONDAY TO DISCUSS HOW TO STRENGTHEN SOUTH KOREA'S DEFENCE AGAINST REPORTED INCREASING INFILTRATION FROM NORTH KOREA.

    THE UNITED STATES DELEGATION TO THE TALKS WAS HEADED BY UNDER-SECRETARY OF DEFENCE DAVID PACKARD, AND THE SOUTH KOREAN DELEGATION BY DEFENCE MINISTER CHUNG SIK IM.

    SOUTH KOREA WANTS TO ARM ITS TROOPS MANNING MOST OF THE 150-MILE (240 KM) DEMILITARIZED ZONE WITH M-16 RIFLES. AT PRESENT ABOUT 10-THOUSAND OF THEM ARE EQUIPPED WITH THE RIFLES, THE REST USING THE HEAVIER AND OLDER M-1 MODEL.

    IN A BRIEF REFERENCE TO SOUTH VIETNAM, THE COMMUNIQUE ISSUED AFTER THE TALKS EXPRESSED THE DETERMINATION OF THEIR GOVERNMENTS TO CONTINUE TO ASSIST THE REPUBLIC OF VIETNAM.
